  1. Ooh–a Federal Judge violating EPA requirements to use a CFC bulb instead of those evil incandescents.

    ‘Course then you’d have to follow EPA guidelines for cleaning up the broken CFC, should your jig dancing lead to breakage.

  2. Because a jury decision on guilt is binary- guilty or not guilty. Sentencing contains a lot more discretion, and it would be much more difficult for a group of six or twelve to arrive at a decision.
